What steps will reproduce the problem?
(1)Launch chrome and open Devtool on NTP.  
(2)Click 'Customize and control Devtools'(three dot menu) then 'More tools' and select 'Layers'
(3)Now resize the devtools window from R.H.S to L.H.S 2-3 times and observe.(Kindly refer the video)

Actual:Flickering of document is seen on resizing the devtools window from R.H.S to L.H.S.

Expected:No such flickering of document should be seen on resizing the devtools window from R.H.S to L.H.S.

This is a Non-Regression issue seen from M-57(i.e 57.0.2929.0),since this is new feature introduced 57.0.2929.0
