Regression:Content appears to be misplaced after scrolling horizontal scroll bar in toggle device mode.

Issue description

Chrome Version : 57.0.2929.0 (Official Build) d78075be67a3ee6520d1f8377cd69b478ebdf5ee-refs/heads/master@{#434071} 32/64 Bit.
OS:Windows (7,8,10)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://md-settings, press F12 to open dev tools window (dock down)
(2)Click on toggle device button,resize window and set responsive as 764 531 100%
(3)Double click such that horizontal scrollbar appears,scroll the horizontal scroll bar and observe the content (repeat 2-3 time)

Actual: Content appears to be misplaced after scrolling horizontal scroll bar in toggle device mode.

Expected: Content should be properly displayed after scrolling horizontal scroll bar in toggle device mode.

This is a regression issue broken in 'M57' and below is the manual regression range:
Good Build: 56.0.2924.0
Bad Build: 57.0.2926.0

Note: Issue not seen on Mac OS and will update linux info later.

The referenced DEPS roll of skia seems to contain only one change (to BUILD.gn)
