What steps will reproduce the problem?
(1) Launch Chrome and navigate to "chrome://md-settings/siteSettings/cookies", click Enter and observe.

What is the expected result?
Should navigate to Cookies page.

What happens instead?
Page is getting navigated to chrome://md-settings

This issue is observer on Windows, Mac and Linux.

This is a regression issue broken in M56. Below is the regression details,

Chrome Good Build--56.0.2903.0--Revision--428231

You are probably looking for a change made after 428560 (known good), but no later than 428561 (first known bad).
