Regression: Blue focus of Network/Keyboard options is seen overlapped with scrollbar in Uber tray.

Issue description

Version: 57.0.2926.0/9014.0.0 dev-channel Paine, Falco, Gnawty
OS:Chrome.

Pre-condition:Select any uber tray option which has long list such that scrollbar will be seen. 

What steps will reproduce the problem?
(1)Recover build via USB/Sign in to chrome>> Go to Uber tray and select keyboard/Network option
(2)Hit tab till you see blue focus on first option in the Keyboard/Network list 
(3)Now hover on the scrollbar and Observe.

Expected:Blue focus of Network/Keyboard options should overlap with scrollbar in Uber Tray.
Actual: Instead blue focus is seen overlapped with scrollbar.

This is regression issue as no overlapping of blue focus with scrollbar is seen in 54.0.2840.101/8743.85.0 stable channel butterfly.

This issue would also be present in M-56 but I agree not a release blocker. I would even say this could be considered a WontFix, since the idea with the new overlay scrollbars is that we're not reserving dedicated space for a scrollbar track.

Handing over to Evan for his thoughts / to look at in M-57.

I think this is WAI, but may be an implication that we hadn't specifically considered. Sebastien should decide what we ought to be doing.

Personally I think WontFix is appropriate.
This is WAI, considering that overlay scrollbars are supposed to fade away, they shouldn't be taken into account.
