Regression : Glimpse of 'Remove this person' bubble is seen after browser is minimized.

Issue description

Version: 57.0.2926.0 da59d418f54604ba2451cd0ef3a9cd42c05ca530-refs/heads/master@{#433437} (64-bit)
OS: Mac OS X(10.11.6, 10.12.1)

What steps will reproduce the problem?
1. Launch chrome, click on avatar icon on top right and go to 'Manage people' and add a new person(Person 2 gets added)
2. Again click on avatar icon, go to 'Manage people' and click on iron icon and remove 'Person 2'.
3. Now minimize the browser and observe the 'Manage people' overlay 

Actual: Glimpse of 'Remove this person' bubble is seen after browser is minimized 
Expected: Glimpse of 'Remove this person' bubble should not be seen after browser is minimized 

This is regression issue, broken in ‘M 56’ and will soon update other info :
Good build:56.0.2886.0 
Bad build: 56.0.2888.0

Note : Issue is not seen on Linux and Windows OS.

With response to comment #5 :
In Actual video Glimpse of 'Remove this person' bubble is seen after browser is minimized which is not seen in expected video.
Just to update:

Still able to reproduce the issue on mac 10.12.2 chrome version 57.0.2956.0	

could someone from Proj-MaterialDesign-WebUI take a look.

This looks like some OS Window Server optimisation - probably not worth fixing, and minor in any case. The CL from the bisect was reverted. I couldn't repro in canary.

I can reproduce this in canary, and I bet it's because of my fix to  issue 620049 . Both CLs made the Manage People window become layer backed. I agree w/ P3 and am unblocking 605219.
