when using AS to control the webrtc bitrate, I can not get more than 400kb/s

What is the expected behavior? I can get approximate 500kb/s, if I set AS:50. What went wrong? I find that bitrate is always in 300kb/s~400kb/s, whatever you are using AS:50 or AS:100. I can use RTCP(REMB) to control the bitrate, And I got the 4000kb/s. Did this work before? N/A Is it a problem with Flash or HTML5? N/A Does this work in other browsers? b=AS is interpreted as a max on the bandwidth. I tested this using https://webrtc.github.io/samples/src/content/peerconnection/bandwidth/ which uses b=AS and it seems to work well there.
