when using AS to control the webrtc bitrate, I can not get more than 400kb/s

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.59 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. using AS:50/AS:100, I want to get a large birate
2.

What is the expected behavior?
I can get approximate 500kb/s, if I set AS:50.

What went wrong?
I find that bitrate is always in 300kb/s~400kb/s, whatever you are using AS:50 or AS:100.
I can use RTCP(REMB) to control the bitrate, And I got the 4000kb/s.

Did this work before? N/A 

Is it a problem with Flash or HTML5? N/A

Does this work in other browsers? No

b=AS is interpreted as a max on the bandwidth.

I tested this using https://webrtc.github.io/samples/src/content/peerconnection/bandwidth/ which uses b=AS and it seems to work well there.

Please try that application, reopen if it doesn't work.
