NTP page opens for a few secs before voice search when opened from today's view.

App Version:  57.0.2925.0 Canary
iOS Version: 9.3.5, 
Device: iPhone 6Plus

Precondition: Add chrome to today’s view on the device. 

Steps to reproduce:
1. Launch app.Open an incognito tab.
2. Swipe down today’s view.
3. Tap on Voice search.


Observed results:
NTP page opens for a few secs before voice search when opened from today's view.

NTP page opens for a few secs before voice search when opened from today's view.

Is this working as intended? kkhorimoto for VoiceSearch, olivierrobin for today view.

Yes this is WAI.  Voice Search cannot be presented until the non-incognito tab is finished being presented (what we're seeing is the new Tab animation).  We could update the UI so that new tabs opened by today view are presented without animation so voice search can be presented immediately, but I think that this behavior is better because it lets the user know that this is being performed on a new Tab, which in turn lets them know that this is happening in non-incognito.
