Improve chrome://site-engagement

Issue description

1. Make it more obvious that you can edit scores on chrome://site-engagement

Several people have expressed surprise that the scores on this page are editable.


2. Add chrome://site-engagement to chrome://chrome-urls

This will allow it to be autocompleted in the omnibox. Most of the other URLs on this page are internal debugging URLs like the site engagement page.

I have made this change to make the input more obvious and to response for input change immediately.

The second bug  "Add chrome://site-engagement to chrome://chrome-urls" 

is already solved in this line of code and can be seen in newest build.

Status: Fixed (was: Started)
Since the two problems are both solved, it's safe to change this bug to fixed.
