Do you have "Ask Google for suggestions" enabled? It's in the spellcheck submenu on right-click. I suspect this is due to server-side spellcheck.

For the user, "Ask Google for suggestions" was enabled. Disabling it did not fix the issue.

Regarding inconsistent spellcheck: This is caused by "Ask Google for suggestions", which needs several valid words in order to start checking text. It derives meaning of the sentence based on these valid words. So a sentence like "tst" would not make sense. Therefore, it's waiting for more text on that line. Regarding turning off "Ask Google for suggestions" not helping: Chrome re-checks spelling of text when user changes or clicks on it. If you delete the whole text and re-type it, for example, then Chrome will underline all instances of "txt" (given that "Ask Google for suggestions" is turned off). Perhaps a good improvement to the spellcheck would be to automatically turn off "Ask Google for suggestions" for the short sentences that we know won't be contextually spellchecked well?
