Chrome does not exit fullscreen correctly, locks up system

Issue description

UserAgent: Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:50.0) Gecko/20100101 Firefox/50.0

Steps to reproduce the problem:
1. Open Chrome
2. Enter fullscreen by hitting F11, or through Netflix "Fullscreen" button
3. Exit fullscreen by hitting F11, or through Netflix "Exit fullscreen" button

What is the expected behavior?
Chrome's non-fullscreen UI should be restored.  The Ubuntu Unity launcher should be visible on the left.  The top bar should be visible.  I should be able to close Chrome and/or switch to other applications.

What went wrong?
Fullscreen does not exit properly.  When I exit with F11 or by pressing the webpage's "exit fullscreen" button, control is not returned to the OS.  The Unity launcher does not reappear.  The top bar does not reappear.  I cannot close Chrome.  All I can do is re-enter fullscreen mode.

Did this work before? Yes Unknown.  

Chrome version: Version 54.0.2840.100 (64-bit)  Channel: stable
OS Version: Ubuntu 16.10
Flash Version: Shockwave Flash 11.2 r202

I upgraded Ubuntu from 16.04 to 16.10 recently, but it is unknown if that is the exact time the issue started occurring.  Chrome may have been upgraded at the same time, or it may have been upgraded later (or not at all).  It seems a similar issue was reported here:

I am attaching some images of the expected outcome and the actual outcome.  Note that I was not able to take a screenshot of the actual outcome, so it is reproduced as best as I am able to.  The main observations are noted in the screenshots.

Unable to reproduce the issue on Linux Ubuntu 14.04 using chrome version 54.0.2840.100 and canary 57.0.2929.0 with the below steps

1. Sign into Netflix and play any video
2.Press F11 or Netflix full screen button
3.Exit from full screen
4.Able to see the Ubuntu launcher and top bar without any issues.

Please find the attached screen shots and confirm if anything missed here.
Assigning this to MTV team as we don't have Ubuntu 16.10 here.

MTV@ Could any one from MTV please look into this issue.
