Notification is not aligned to right when clicked on the notiification icon

Steps To Reproduce:

Notification alignment is not right aligned when clicked on the notification icon

Its fine when we get the notification . Issue is only when we click on the notification icon later on







How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

What is the impact to the user, and is there a workaround? If so, what is
it?

It looks like that we align the bubble to the right edge of notification tray after https://codereview.chromium.org/2491033006

this is WAI --- an implication of Sebastien's desire to justify the popup to the right edge of the button that triggers it. +sgabriel to confirm
