Links on SB & SSL interstitials not correct |

Issue descriptionOn both the Safe Browsing and SSL interstitials: "Automatically report" should link to the whitepaper (https://www.google.com/chrome/browser/privacy/whitepaper.html?hl=en-US#malware) "Privacy policy" should link to the to the privacy policy (https://www.google.com/chrome/browser/privacy/) This does not appear to be working correctly on my favorite SB test site ianfette.org, nor on badssl.com test sites. On the new (Scout) interstitials, see Issue 667385 -- the whitepaper should be linked to "system information and page content" and the privacy policy should be linked to "Privacy policy" still.
