Google Play Setting in a G-Suite environment

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8872.54.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.54 Safari/537.36
Platform: 8872.54.0 (Official Build) beta-channel cyan

Steps to reproduce the problem:
1. settings
2. scroll to enable Play Store on this chromebook

What is the expected behavior?
usability of the play store for expeditions app for virtual field trips on an Acer R11 Chromebook.

What went wrong?
The Play store setting is greyed out and there is no setting in the Admin console to enable this feature in a Chrome Managed environment.

Did this work before? No 

Chrome version: 55.0.2883.54  Channel: beta
OS Version: 8872.54.0
Flash Version: Shockwave Flash 23.0 r0

This is a new feature and the Chromebooks were purchased specifically in case the kids do not have smartphones.  The Chromebooks cannot be not managed by the chrome management because of the educational environment.

I'm able to see the issue on Enterprise account. Could you look at the issue and provide more infos.

About a month ago there was a setting in the Admin Console under Chrome -> User settings that said something akin to "Allow the Play Store on Chromebooks" but it was greyed out and unchangeable.  It has since disappeared.
