Regression: 'Shift + tab' keys is not working properly at 'On startup' section of chrome://md-settings

Chrome Version:56.0.2924.3 (Official Build) 66f73b3ae5a592d70e00602e87a783535ffe967e-refs/branch-heads/2924@{#54}
OS: Windows (7,8,10), Mac (10.11.6, 10.12.1), Linux (14.04 LTS)

Steps:
1. Launch Chrome and navigate to chrome://md-settings/
2. Click on 'Open a specific page or set of pages' of 'On startup' section and press tab key (Focus is seen on 'Advanced')
3. Now press 'Shift + tab' keys and observe

Actual: Back navigation via 'Shift + tab' keys is not proper, i.e focus is seen on 'Open the New Tab page ' instead of 'Open a specific page or set of pages'.

Expected: Back navigation via 'Shift + tab' keys is should be proper.

This is a regression issue broken in 'M56' and below is the manual regression range:

Good Build: 56.0.2886.0
Bad Build: 56.0.2888.0

Tested in latest Dev #56.0.2924.3 and Canary #57.0.2935.0 and not able to reproduce the issue on Ubuntu 14.04,Win 10.0 & Mac 10.11.6.

Just to update, issue is still seen on Mac 10.12.2 using latest canary #57.0.2970.0.
