Regression: in chrome://accessibility, incorrect focus position is seen on pressing Tab key.

Issue descriptionVersion: 56.0.2924.3 (Official Build) 66f73b3ae5a592d70e00602e87a783535ffe967e-refs/branch-heads/2924@{#54} (32/64-bit) OS: Windows (7,8,10), Mac (10.11.6, 10.12.1), Linux (14.04 LTS) What steps will reproduce the problem? 1) Launch chrome, navigate to 2-3 webpages, open a New tab and go to chrome://accessibility. 2) Press Tab key till focus is on ‘accessibility off’ option for any entry and then press Enter. 3) Again press Tab (focus shifts to ‘show accessibility tree’ option) and then press Enter. 4) Now press Tab key and observe. On pressing Tab key focus shifts to ‘accessibility on’ option for that particular entry. On pressing Tab key focus should shift to ‘off’ option at the top.
