Regression: Picture is seen chopped in 'Change picture' overlay of chrome://settings page

Version: 56.0.2924.3/9000.3.0 Dev-channel Quawks,Daisy,Cyan,Peppy and Candy
OS: Chrome

What steps will reproduce the problem?
(1)Sign in to user -> Go to chrome://settings page-> Now under 'People' section click on change picture
(2)Now Take a photo ->Use Right arrow Button From keyboard until last picture in overlay and observe (Please refer video)

Expected: Picture should not be seen chopped 
Actual:Instead Picture is seen chopped in 'Change picture' overlay 

This is Regression Issue working as same is working fine in M-38

This does not exist in MD Settings, and is not high enough priority to address in the current/old settings.
