Regression : Unable to drag the snippets using mouse cursor in 'sources' section of devtools.

OS: Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1)

What steps will reproduce the problem?
1) Launch chrome ,open NTP and go to devtools
2) Now go to 'Sources' section and click on Snippets and add Snippets.
3) Now try to drag the added Snippets with mouse cursor and observe

Actual : Unable to drag the snippets using mouse cursor
Expected : Should be able to drag the snippets

This is a regression issue broken in 'M-48' and below is the manual regression and Narrow bisect info:
Good build : 48.0.2535.0
Bad build : 48.0.2537.0

Suspecting : r354328 from Narrow bisect 

@sergeyv : Could you please help to reassign if your change is not the cause for this change.

Note : Issue is not seen on Windows OS.

Issue is still seen in mac Os 10.11.6 using latest chrome canary m57 #57.0.2936.0 .

@einbinder-- Could you please look into this.
