Issue descriptionOS: Android 7.0 What steps will reproduce the problem? (1) Set system language(s) (2) Open Webview and inspect accept languages in header What is the expected result? accept languages in Webview is in the form of locales only What happens instead? accept languages in Webview should be extended with language code, the similar logic used in Chrome
