Your CL https://codereview.chromium.org/2472273002 is in the blamelist for the point before the alert. Do you think it could have anything to do with the slight increase in PSNR?

peah@: I sometimes get a feeling that there is an off-by-one error in the performance dashboard, like here where there is no WebRTC CL at all in the suggested blame range. Have you had the same feeling?

My CL is not in the range but this looks like it is same as  issue 667270  and related. My CL is in the previous range, so off-by-one error is worth investigating.

I am duping it into the the common bug in the meantime.
