Blank layout have flash when switch vk between Non-xkb an xkb vk

REPRO STEPS 
1.Open any xkb keyboard
2.Switch to CHinese , T13n vk etc. non-xkb vk 


Actual:
Will have a flash blank layout ,then display switched layout

XKB/NonXKB belongs to two extensions.

We can't avoid the flash. It's Chrome OS issue. 
If merge two extensions in one, then can fix the issue.
