Pre-condition: Install Momentum extension.

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings
2. Press 'Tab' key till focus reaches to radio button of 'Open the New Tab page' and then again press tab key such that focus is on Extension name link.
3. Press 'Shift+Tab' keys and observe focus.

Actual: After step 3, focus back navigate to 'Make default' button instead of radio button of 'Open the New Tab page'.
Expected: After step 3, focus should back navigate to radio button of 'Open the New Tab page' within 'On startup' section.

This is non-regression issue,seen from 'M 56'(56.0.2924.0) newly added feature.
