Regression: [MD Settings]'Automatically report details of possible...' checkbox is not clickable on clicking right side (blank area) of it under Privacy section.

Issue description

Chrome Version: 56.0.2924.3 (Official Build) (64-bit)66f73b3ae5a592d70e00602e87a783535ffe967e-refs/branch-heads/2924@{#54} 32/64-bit.
OS: Windows(7,8,8.1,10),Mac OS X(10.11.6, 10.12.1),Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings page.
2. Go to 'Privacy and security' section by clicking on 'Advanced' button.
3. Click right side of (blank area) 'Automatically report details of possible security incident to google' and observe.

Nothing happens on clicking right side of 'Automatically report details of possible security incident to google'.
Checkbox should be clickable on clicking right side of 'Automatically report details of possible security incident to google'.

This is a regression issue, broken in M-56 series, below is manual regression range.

Good build: 56.0.2920.0
Bad build: 56.0.2922.0

You are probably looking for a change made after 432288 (known good), but no later than 432289 (first known bad).
