Should always show HW/Vioceinput layout if click each icon on the shelf

REPRO STEPS 
1.Checked <Show input options in the shelf> 
2.Open opt-in menu in shelf 
3.Click HW icon,then click Hide button
4.Click Voice input icon on the shelf

ACTUAL RESULTS 
The main layout displays.

Check in Clapper , continue above steps, after main layout display, hide it ,then open 
opt-in menu list , will display a blank menu , refers to screenshot

Reopen the bug since I've tested with old input tools. Should be a regression on google_input_tools.

Still repro in 57.0. 2952 , platform 9090.0.0

Input tools version : 6.6.9.1

Continue above steps, need to second clicking voice icon can open voice input layout;
The first clicking voice icon still open main keyboard ;

Still repro in 58.0.3007.0 platform 9281.0.0 clapper 
Input tools version: 6.6.9.4

Sometimes when click voice input icon in opt-in menu ,still open main keyboard 
, Also repro for emoji and hw icon clicking ;
