Turn off reference board builders that are not useful anymore

Issue description

Forked from  Issue 667184 , where bhthompson says about glados-release builder: "I am also ok with turning off the glados builder, we can probably turn off a few other reference builders which never saw production use as well if desired."

There are probably a number of other board builders we could safely turn off.

Doing a quick audit I think we can turn off:

auron
glados - currently marked as leader, we should transition this to chell
jecht - currently marked as leader, we should transition this to guado
kunimitsu - currently marked as leader, we should transition this to lars
nyan - looks unused, katierh can double verify
oak - looks unused, djkurtz can double verify
rambi
strago - currently marked as leader, we should transition this to cyan
veyron_pinky - looks unused, katierh can double verify, marked as leader, we should transition this to minnie
veyron_shark - looks unused, katierh can double verify

nyan, veyron_pinky and veyron_shark can all be turned off

Ok, I set everything as described in comment 1 except for oak.

Note this is all done in Goldeneye now and the config updater at https://uberchromegw.corp.google.com/i/chromeos.infra/builders/config-updater actually does the processing and makes the chromite CL.

Assuming the config updater makes it through, this would go into effect on the next main waterfall restart.

No, please do not turn off the oak builder yet.  There are still several oak boards in active use, and their users still rely on the official oak images.
