Blockerbot did not add a Merge-TBD to a ReleaseBlock-Stable issue

In issue 635833, the bug was tagged as ReleaseBlock-Stable, but it was never marked with a Merge-TBD label after the fix landed, nor was there any automated reminder to merge the fix to M54 before it went to stable. Perhaps blockerbot got confused because the bug was marked WontFix and then later re-opened?
