Material Design impossible to deactivate (#top-chrome-md changed)

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.52 Safari/537.36

Steps to reproduce the problem:
1. Go to chrome://flags
2. Search for #top-chrome-md
3. Notice "Non-Material" is gone

What is the expected behavior?
"Non-Material" should be there, making it possible to disable the material design.

What went wrong?
"Non-Material" got removed.

Did this work before? Yes Would like to know, too.

Chrome version: 55.0.2883.52  Channel: n/a
OS Version: OS X 10.11.3
Flash Version: Shockwave Flash 23.0 r0

I would love to have the choice what design to chose, I highly dislike the new design and would really love to get the old design back.

[mac triage] We don't make guarantees about what may happen if you adjust chrome://flags.

However, there may be a theme [1] which you like. Themes can manipulate the tab shape using transparency so you may get most of the way there.
