"Cast" item in app menu is missing accelerator indication

Issue description

Hit alt-F to open the Chrome menu.  Note that most items have an underscore beneath the character that will trigger them.  Note that "Cast" has no underscore.

Hit "c".  Note that "Cast" is triggered, implying its "C" should have been underlined.

This will be simple to fix: just a matter of finding the right string and inserting the right marker into it.

Underscore C in "Cast..." in hotdog menu on Windows

On Windows, when user opens the hotdog menu with the keyboard shortcut alt-F,
most menu items have underscored characters that will trigger them. Cast can be
triggered by pressing C, and this CL adds an underscore to C in "Cast...".
