Cvox : The spoken feedback reads out the elements in status tray as "unknown" when we navigate using touchscreen

Issue description

Version: 56.0.2923.0 / 8999.0.0

What steps will reproduce the problem?

(1)Enable chromevox
(2)Navigate to status tray using touchscreen
(3)Navigate through the elements of status tray.

What is the expected result?

cvox should readout the different elements ( like US keyboard , Accessibility ..etc)

What happens instead?

Cvox reads different elements as 'unknown'

Please use labels and text to provide additional information.

Saw the issue happening on minnie as well as buddy device.

Is it possible for you get to a bisect range?
We don't bisect on Chrome OS, given how long it takes to install images.  This is a recent regression, though.

I checked on two M-56 builds

Good : 56.0.2905.0 / 8953.0.0

Bad : 56.0.2915.0 / 8980.0.0 .

Not sure whats the 1st bad build , but may be regressed between the above two builds.
The issue is even reproduced with the flag #ash-md Disabled in chrome://flags.
Issue still seen on 57.0.2951.0 / 9086.0.0 build

I can confirm that this is still happening. I use the touchscreen to navigate to the status bar and open the menu. As I linear navigate by touch or use search + right, nothing is spoken. In fact, even if I get out of that menu, ChromeVox is not speaking at all. (As I type this, nothing is spoken.) If I toggle ChromeVox off and on again, it is still not speaking. Words that should be spoken is still appearing at the top as usual. I am going to reboot and try again.  
After a reboot, everything works as expected. I cannot reproduce the state where ChromeVox is not speaking. I will investigate further.
