git cl try and git cl set-commit --dry-run failed

Attempting to run the try jobs from the command line I tried:

 * git cl set-commit --dry-run
 * git cl try   (after pulling depot_tools)

Neither one appears to have caused the try jobs to start on [1].

Actually, using the CQ +1 button on that CL also does nothing? It seems I just can't start tryjobs anymore on that patchset?
