PhysicalWebCollectionViewControllerTest TestModel fails if location is authorized.

Test checks that IDS_OPTIONS_ENABLE_PHYSICAL_WEB_IOS cell value is NO.
But this cell is initialize differently wether [CLLocationManager authorizationStatus] is granted or not.

This means that the test will fail consistently on devices where location authorization is granted to Chrome.

"This means that the test will fail consistently on devices where location authorization is granted to Chrome." -> It will fails consistenly on device where location autorization is granted to ios_internal_chrome_unittest. This could happen if dev touched the screen and accepted the request by mistake when running the app. It did happen to two devs already (gambard@ & sdefresne@).
