Certain devices allow url-less configurations in the 'rotate' submenu. Check out iphones, nexus devices.

Neat, never seen that before! That's basically what this bug was about. That said, it doesn't correctly represent how Chrome resizes the page based on the URL bar (that's a bit of a recent change). I've filed issue 788920 to track that.
