Regression: Appearance section misses on adding theme in supervised user

Version: 57.0.2926.0 dev 
OS: Ubuntu 14.04

What steps will reproduce the problem?
(1)Sign into user and add/import supervised user >> Go to chrome://md-settings and observe for appearance section
(2)Now add any theme from Webstore >> Now go to chrome://md-settings and refresh the page
(3)Observe for appearance section to restore the theme to default 

Expected: Appearance section should not miss on adding theme.
Actual: Instead appearance section is seen missing on adding theme.

This is a regression issue broken in M56. Will provide bisect info soon.

Issue is not seen in Windows

Able to reproduce the issue on Ubuntu 14.04 using chrome latest Dev M57-57.0.2926.0. Issue is not seen on Mac OS 10.12.

Using the per-revision bisect providing the bisect results,
Good build: 56.0.2889.0 (Revision: 424926).
Bad build: 56.0.2890.0 (Revision: 425218).

You are probably looking for a change made after 425148 (known good), but no later than 425149 (first known bad).

Just for update, Still able to reproduce the issue on Ubuntu 14.04,using latest chrome version 	56.0.2924.3.
