Regression: Unable to scroll 'Open a specific page or set of page' section using mouse wheel or scroll bar

Issue description

Chrome Version: 57.0.2926.0 (Official Build) da59d418f54604ba2451cd0ef3a9cd42c05ca530-refs/heads/master@{#433437}-32/64 bit.
OS:Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1) 

Pre-condition: Make sure 7-8 tabs(NTP) is open.

Steps:
1. Launch Chrome and navigate to chrome://md-settings 
2. Select 'Open a specific page or set of page', click on 'Add a new page' and add anything in Site URL.
3. Try to scroll 'Open a specific page or set of page' section and observe.

Actual: Unable to scroll 'Open a specific page or set of page' section using mouse wheel or scroll bar

Expected: Should be able to scroll 'Open a specific page or set of page' section using mouse wheel or scroll bar

This is a regression issue broken in 'M-56', will soon update the bisect info:

Good Build: 56.0.2912.0

Using the per-revision bisect providing the bisect results,
Good build: 56.0.2912.0 (Revision: 430205).
Bad build: 56.0.2913.0 (Revision: 430459).

You are probably looking for a change made after 430454 (known good), but no later than 430455 (first known bad).
