Regression: Default focus position changed after directly navigate to chrome://md-settings/signOut page.

Issue descriptionChrome Version: 57.0.2926.0 Revision da59d418f54604ba2451cd0ef3a9cd42c05ca530-refs/heads/master@{#433437}(32/64 bit) OS:Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1) Pre-condition: Sign into browser with valid credentials. What steps will reproduce the problem? (1) Launch chrome, navigate to chrome://md-settings/signOut, observe focus ring. (2) Then click on close icon of chrome://md-settings/signOut overlay, now click on 'Sign Out' button. (3) Observe focus ring. Actual: Default focus position changed for chrome://md-settings/signOut overlay. Expected: Default focus position should not change for chrome://md-settings/signOut overlay. This is a regression issue, broken in 'M-56', will soon update the other info: Good Build: 56.0.2902.0 Bad Build: 56.0.2906.0

Just for update, Still able to reproduce the issue on Ubuntu 14.04,Win 10.0 & Mac 10.11.6 using latest chrome version 57.0.2935.0. tommycli@ Could you please look into this issue. Thanks!
