Regression : Tick mark is not seen for selected language in OOBE Screen

Version: 57.0.2795.0/9008.0.0  dev-channel Peppy,Candy and Daisy
OS: Chrome

What steps will reproduce the problem?
(1)Recover build -> In OOBE screen Click on "Language" Drop down 
(2)Now observe for Tick mark of selected language(Please refer Screenshot)

Expected: Tick mark should be seen for selected language in OOBE Screen
Actual: Instead Tick mark is not seen

This is a Regression issue as same is working fine in 56.0.2910.0/8970.0.0 dev-Channel Jerry.

Note:
1.Issue not applicable to Linux and windows
2.Issue is also seen for selected keyboard

We switched back to plain HTML <select> element so this is WontFix for now.

But I'll leave it open in case we decide to switch back to polymer dropdown before M57 (unlikely).

MD-OOBE is not shipped with M57.
