Tested the same on win10 chrome version 55.0.2883.59 and canary - Tooltip seems to be chopped from bottom right corner and looks weird as shown in the screenshot

This is working fine on mac OS

Observed that the tooltip is not translated in the version 55.0.2844.0 (Good Build). Considering this behavior as good bisected the issue and below are the results

You are probably looking for a change made after 415031 (known good), but no later than 415032 (first known bad).

Just for update, Still able to reproduce the issue on Win 10.0 using latest chrome version 57.0.2931.0.

Note: As of now latest build #57.0.2935.0 (64 - bit) is not available in Windows

dschuyler@ can you please take a look at this one please, based on the Good and bad builds I see that there are couple of changes w.r.t [MD settings] were made not sure if those would have caused this bug :

dschuyler@: Could you please take a look at this and update the thread accordingly.

The tooltip should be localized, the issue is that it is not being displayed properly. Guessing at some labels to get the right eyes on it.

As per comment#9, considered tool tip displayed in English language though the chrome://settings/language is otherthan English as Good build.

Observed Tooltip displayed in Hindi when user selects chrome language as Hindi.The same behaviour observed on latest stable & canary builds.

This  is not a localization bug. Can't confirm that it's still relevant to the current English UI.

Tested this issue on Windows 10 with chrome #61.0.3115.0.
Observed the issue is still present in latest canary.
