Regression: Unnecessary horizontal line is seen on top of the keyboard dropdown at OOBE screen

What steps will reproduce the problem?
(1) Recover OS via USB>> Click on keyboard dropdown at OOBE screen>> and observe

Expected: Unnecessary horizontal line should not be seen on the top of keyboard dropdown (Refer screenshot)
Actual: Instead unnecessary horizontal line is seen on top of the keyboard dropdown

This is a Regression issue as no unnecessary horizontal line is seen in M56: 56.0.2923.0/8999.0 Peppy

Issue is not applicable to Linux and Windows

alemate@ this is a stable blocker for M57. If this is a non-issue can we close this out?

Closing this as WontFix as this is the way <select> elements are customized. We can get back to it once we could use polymer dropdown here.
