[BugBash] Virtual keyboard - speed up load time

This is a result of the bug bash of Virtual Keyboard with yhanada@

The Virtual Keyboard takes forever to load for the first time. Could be even up to 10 seconds.

Blake implemented pre-load mechanism for this issue. Let's close this for now and file a new bug if we need more speed up.
