[BugBash] Virtual keyboard - Permission check is not persistent

This is a result of the bug bash of Virtual Keyboard with yhanada@

Sometimes the virtual keyboard asks for permission for voice dictation even though it had previously asked.

Can't repro.

Previously, we have two extensions. 
Maybe you allow the permission in one extension, and open other IME in the other extension.
In this case, IME will ask permission once more.

Could you confirm whether it repro now? After confirmation, please reassign back to me.
