Commit queue buttons are confusing

It's confusing for the commit queue to say +1 and +2 to mean dry run and submit. Is it possible to rename the buttons to say what they do instead of using a tooltip?

The CQ plugin provides buttons which say what they mean, and mousing over the +1/+2 buttons provides human-readable tooltips.
