Try jobs with Gerrit stopped all jobs after first failure.

Issue description

I triggered the try bots[1] for CL [2]. It appears that after the first bot failed the rest of the jobs never started or completed. It would be nice to know if the jobs will fail on any other bots.

CQ did trigger all tryjobs on your CL, but CQ due to capacity constraints (i think) they didn't even start running *before* CQ aborted the run after 1 builder failed, so you don't get even URLs in the CQ status app.
FTR, chromium CQ it's not that smart to trigger only some and then others only on success (unlike ChromeOS one).

Andy can you please enable buildbucket plugin on pdfium host?

Dan, once that is done, you should be able to see triggered tryjobs as bubbles like here https://chromium-review.googlesource.com/c/350950/ (assuming you are using PolyGerrit interface, as you should :))

I'm actually handling enabling buildbucket for pdfium, which should happen today (fingers crossed).
