Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.100 Safari/537.36 Steps to reproduce the problem: In chrome://settings/content under the "Plugins" section, there should be a note saying something like "Any plugin marked as 'always allowed to run' will ignore the radio menu and managed exception". Maybe also have a list of plugins which are marked that way. What is the expected behavior? What went wrong? No such note exists. Did this work before? No Chrome version: 54.0.2840.100 Channel: stable OS Version: Fedora 24 Flash Version: Shockwave Flash 23.0 r0

As per comment #0 it seems to be a feature request. Hence, marking it as untriaged for further investigation. Thanks...!!
