Unstable network causes "Chrome is not responding banner" from Windows

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.99 Safari/537.36 Steps to reproduce the problem: 1. Your internet connection has to be unstable. I don't have the expertise to explain the exact nature of the problem(s), but I'll say as much as I can while keeping it brief. Comcast upgraded equipment in my apartment building. In the four months since, our Internet has been incredibly slow (90% slower at times), often dropping out entirely for short periods of time. Comcast claims this is noise from old, faulty wiring and says the new equipment, which uses channel bonding, is more sensitive than the older equipment. 2. Use Chrome to browse pages that make AJAX network requests. (The problem can occur on page load, but a constant barrage of requests makes it more likely to coincide with the network issues.) 3. When the entire Chrome UI freezes, try to switch tabs or open the Chrome menu, so that Windows places a "Chrome is not responding banner" across the title bar. Sometimes Chrome only freezes a few seconds, and the banner will not appear. Other times it's for a minute or more, and the banner will definitely appear. What is the expected behavior? If the connection to the internet drops out or is taking a long time, obviously the webpage may not work, but the Chrome UI like menus, tab bar, etc. should keep working. There should not be "Chrome is not responding" banner from Windows across the title bar of Chrome. What went wrong? The entire Chrome UI freezes. The spinners on tabs (indicating they're loading) freeze. I can't switch or close tabs, open the menu, or close the browser. I can't load anything new, even apps that work offline. I can't interact with loaded pages in any way: I can't type, scroll, or click. If a video is playing, the audio will continue but the image will freeze. Did this work before? I'm seeing this too on one WiFi network. Turning WiFi off and on again immediately restores Chrome.
