[SPv2] Should output clip node for overflow clipping SVG foreignObject

With https://codereview.chromium.org/2510313004/, svg/foreignObject/vertical-foreignObject.html fails in spv2 mode because we miss a clip node for the overflow clipping SVG foreignObject.

Is this still an issue? There is no SPv2 expectation or TestExpectations line for this test. Found this while looking for duplicates of  issue 819814 .
