Extensions API to access notifications

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2925.0 Safari/537.36

Steps to reproduce the problem:
Probably the complete wrong place to suggest this but this site isn't exactly the most user friendly app I've ever used. 

The Notification Center was removed some time ago and since then there is no way to view notifications which were missed. It seems like the addition of a new chrome page 'chrome://notifications' would be a good idea to return this functionality to those that use it.

Extending the chrome.notifications API to allow access to all notifications from all apps (in a read only state) would also be awesome and would allow the Notification Center to be reimplemented as an extension instead. Users can then choose whether to install it and it isn't part of chromium so can be maintained separately by a separate team or third party.

Assigning to James to evaluate whether we would even consider adding an extensions API for accessing all notifications to allow developers to recreate the notification center as an extension.

My sense is that the old center had low usage so we should prioritize other things.

We actually had something kind of like this with the notification_provider, but it looks like that never made it very far.  Assigning to dewittj@ (owner of that and the notifications API) to comment and triage, and cc beverloo@.

FWIW, my guess is we probably won't want to support this.  We're trying to move more towards open web notifications, rather than supporting the two different systems, and they aren't always inter-compatible.

Yes, the primary use case was to allow proxying to the native NC, so now that Chrome's plans are to delegate to native NC on all platforms we can close this bug.
Please reopen if I misunderstood.  But once Windows Action Center integration is done, we will be able to look at old notifications that are no longer popped-up on the screen.
