Currently the RequestCoordinator will persist a SavePageRequest's request_state as OFFLINING when it is actively offlining and does nothing to reconcile this state upon restart if chrome was killed. 

This doesn't seem to be a problem for the current code base at the moment but seems like it could be as the system moves forward. The original plan was to reconcile such requests when the RequestCoordinator starts up after initializing the database. This bug is meant to track getting that done.
