[UI] [MD] System Menu for VPN and WiFi Network does not match with UI specs sheet.

Issue description

Chrome Version: <From about:version: Google Chrome 56.0.2920.0>
Chrome OS Version: <From about:version: Platform 8992.0.0>
Chrome OS Platform: <Samus>
<b>Network info: <network, encryption type, router model (if known)></b>

1) Wireless and Ethernet. 
Expected Result:Primary system menu should just reflect SSID/ Name of the network.  For ex "GOOGLE GUEST"
Actual Result: System menu displays as "COnnected to GOOGLE GUEST"

2)VPN (similar to 1)
Expected:Primary system menu should just reflect Name of the private network.  For ex "OPENVPN"
Actual Result: System menu displays as "COnnected to OPENVPN"

3)Subpanel for Wireless and VPN should display "connected" in green color 
below the name of network.

For points (1) and (2) I am assuming it is OK for us to display "Connected to <network name>" rather than just "<network name>" in the default row. My interpretation is that in this case the spec was a suggestion and this slight variation in the string is OK. +sgabriel@ as FYI on that point.

Remaining work for the network and VPN detailed views (including point (3)) is tracked in the following issues:

From the original bug report, (1) and (2) are WontFix (working as intended), and (3) has landed (see issue 663129) awaiting merge back to m-56.
