Slow mouse movement when chrome not full screen and press window key

Issue description
Chrome Version : Version 54.0.2840.99 m (64-bit)
URLs (if applicable) : ANY / ALL
Other browsers tested:
Add OK or FAIL after other browsers where you have tested this issue:
Safari: NOT TESTED (Version)
Firefox: NOT TESTED (Version)
IE: NOT TESTED (Version)
What steps will reproduce the problem?
(1) Run chrome not in full screen
(2) Press 'windows' key
(3) Navigate cursor outside of chrome window AND windows pop-up thingy
What is the expected result?
mouse movement happens/navigates normally/as expected
What happens instead?
my computer chokes, mouse movement is laggy, (screen flashes?) , 'loading circle' appears near cursor
Please provide any additional information below. Attach a screenshot if
possible.
Not sure if this is an issue with my computer ? It's pretty new and in good shape. Just noticed this for the first time, not sure if it's been an issue for a while or not. Thanks!

Somehow I am unable to reproduce the issue on the latest stable(55.0.2883.87) on Windows-10. Observed no slowness on moving the mouse cursor inside or outside the Chrome window(when Windows key is pressed). plunkymonk@: Could you please let us know if the issue still persists on the latest stable(55.0.2883.87)?
