Snack bar does not show for CustomTabActivities |

Issue descriptionRepro steps: 1) Open Chrome. 2) On the FRE, tap "Privacy Notice" 3) Download the same link on the page twice. Do the downloads as quickly as you can back to back. Expected: The infobar is flush with the bottom of the screen Actual: The infobar is ~20 pixels above the bottom of the screen. After a few seconds the infobar animates to its position flush with the bottom of the screen. It looks like the infobar is making room for the snack bar but that the snack bar is not showing. I have checked and SnackbarManager#showSnackBar() is called. I was able to repro this bug with https://github.com/GoogleChrome/custom-tabs-client too

Are you certain this is a custom tab? IIRC the legal notice is a EmbedContentViewActivity.

IIRC snackbar and infobars work together well in a pure custom tab. Peter, could you give me a more clear example? :)

Here's an example of this bug with a custom tab launched via https://github.com/GoogleChrome/custom-tabs-client on a Nexus 5 Repro steps: 1) Launch custom tab via "Custom Tab Demo App" 2) Scroll down to bottom of Google home page 3) Download "Settings" link on the Google home page as quickly as you can back to back
