Url text jumps when focusing/unfocusing the omnibox. HTTPS lock icon pops in.

Application Version (from "Chrome Settings > About Chrome"): refs/heads/master@{#433226}

Steps to reproduce: 
1.) Navigate to https page
2.) Focus the omnibox
3.) Unfocus the omnibox.

Observed behavior: 
The text jumps as the https icon appears and disappears.

Expected behavior: 
The text should animate smoothly from left to right.
